English maritime framed etching "The Return of the State Fleet" signed Norman Wilkinson circa 1924, England. Norman Wilkinson (1878–1971) was a renowned English etcher and marine artist, best known for his painting Plymouth Harbour, which was created for the Titanic and was tragically lost with the ship. Wilkinson also played a significant role in the development of camouflage during both World War I and World War II.
