He was born in Oklahoma, but lived much of his life in Manteca, California. Packer served in the Navy and spent 20 years in electronics, 14 of those at Lawrence Livermore National Laboratory. Packer's paintings have been shown in a host of galleries in California, Oregon, Arizona and New Mexico. He was represented by Edith Kyle Gallery in Los Olivos in Santa Barbara County and New Masters Gallery in Carmel.
