Born in Cincinnati, Brooks studied at the Cincinnati Art Academy as well as the Miami University in Oxford, Ohio, where she received her undergraduate degree in Art Education. She was a member of the American Watercolor Society, the Midwest Watercolor Society, and the Cincinnati Women's Art Club.
