She graduated from Santa Rosa High School in 1956, and received her BS in Public Health from the University of California, Berkeley in 1960, and her MBA from Golden Gate University. After moving to Arizona, Wilhelm moved back to Northern California where she joined the Novato Planning Commission in the early 1970's, and was named Novato Advance Woman of the Year and was a delegate to the Democratic National Convention. After leaving public office, Gail pursued her passions for plein air painting, art history and travel. Wilhelm enjoyed painting landscapes of Marin County and the surrounding areas.
